On February 17, 2009, President Barack H. Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). Healthcare providers and hospitals must "demonstrate the use of certified EHR technology, that the technology is connected in a manner that allows for the exchange of healthcare information and that the EHR user can effectively demonstrate the technology's meaningful use".  Providers will also pay particular attention to the specifications within the ARRA which provide incentives for the adoption and utilization of health information technology.
